5.      Why are not Joe, John, James, and Jane ever getting scheduled?

a.       They might be inactive, or have a 0 maximum, or have NA dates.

           b.       It might be that they are in inconsistent KT groups, or set to 

                     by-rotate for both ministries and for services-by-rotate for both 

                     ministries and for services.
